序 文字往還首在信達信達二者在本國文字已匪易易况外交上國際法上之用同意相 受自不免疑似晦露之虞而人自為多歧本部興外使館文往還遇此困欲 缺憾非纂朝字典不為功本书所收字經同人再三较然未敢能完普其中有常删者 有當增若亦有一字多义只就其有開國際法及外交之意义丽出者就候将來再版時加以修 正書内開收拉丁字以其於國際法及外交上已成有用之也哲未附表多皆用上所當 知者所附外交公程式期切於实用非完全中外對惟自各项公故中英法文開有 不能互相對照目所列者亦不能然拌漏要只取其習用者聊检查耳其他附表除事名有不能 不加疏者外餘皆略王於以外阙人名地名成华文其易滋錯於中國人名地名之 成英法文字所列人名地名丽表非敢以之為概課例足
