城市贫民及其社会救助网络 前言 当前,城市贫困问题已经引起全社会广泛的关注。作为这一现象主 体的城市贫民,究竟该如何认定？本文试图对此作出说明.一、城市贫民的本质 城市贫民的本质是贫困,因而研究城市贫民问题的前提条件,是对 贫困概念的考察。但是,贫困是一个模糊的概念,对它的考察相当困难,因为一方面它不具备确定性,另一方面它又是一个过程,随着时间的推 移、空间地点的改变和人们行为观念的变化,贫困的概念也同时在发生 着变化。显然,对贫困概念的考察,必须在具体的时间和地点背景下才 有现实的意义。
