华中科技大学博士学位论文 达国家以低于人力资本实际成本的价格接收了发展中国家急需的高素质人力资 本,以人力资本代替实物资本,促进了本国经济的可持续发展,但却没有对流出 国流出的人力资本(对流出国而言意味着出口了本国的可持续性)进行必要的补 偿。正是这种不合理的国际经济秩序也造成了当今国际人力资本流动的不可持续 性。以此为基础,提出了建立国际合作机制和“人才国际流动的新秩序”.4、在有关理论分析的基础上,对在WTO条件下,中国如何有效实现智力转 移并通过智力转移来促进经济增长提出应对策略。
