华中科技大学博士学位论文 我国正处在由计划经济向市场经济转型的特殊历史时期,国有企业深化改革 过程中的投资问题,只有在政府与企业联动的基础上,建立科学的投资管理体系,才能使企业投资逐步走向科学化和规范化的道路,实现企业的可持续发展。其中 最主要的一条就是企业应成为投资的主体,这就应该减少政府投资比重、改革现 行投资项目审批制度、落实投资主体的基本权利、扩大企业融资渠道。就企业方 面而言,在强化企业投资主体意识和风险意识,建立与完善投资决策机制方面应 采取切实可行的步骤。
