华中科技大学博士学位论文 的价格规制向促进上下游环节市场竞争的接入政策规制转变。由于发电侧和售电侧 两个市场可能存在市场势力,规制机构需要制定能够作为政策依据的垄断结构或者 行为的度量标准,并有能力对认定的垄断行为进行有效纠正.发电侧市场竞争在许多国家都表现为发电寡头竞争。本文使用两个基本的寡头 竞争模型研究了发电企业的策略性行为,其中包括统一价格交易制度和双边叫价拍 卖制度定价的理论比较和政策研究。电力市场机制会产生投资不足问题。对零售竞 争模型的形成和有效竞争程度研究的结果表明,由于存在转换成本等原因,小用户 在零售竞争中很难通过消费选择权获得足够的净效益。
