华中科技大学博士学位论文低的单位和农民手中流转到效率高的单位和农民手中,通过农地使用权有偿转让,推动农业适度规模经营.国内外农业规模经营的实践经验表明,当第二、三产业还不发达,农地还是农民的基本谋生手段时,农民是不愿意轻易放弃作为自已安身立命的农地的:当第二、三产业相当发达,但农地具有迅速增值的前景时,农民也不愿意轻易放弃农地。发广展农业规模经营的最佳时机是,相当一部分农民已经从非农产业获得丰厚而稳定的收入,不再把农地视为谋生的主要手段,农地迅速增值的前景又尚未显现,因而农民不会为了追求高额增值而固守农地不放。
