华中科技大学博士学位论文城市燃气商利用其在城市管网上的垄断势力将生产商从大用户市场上排除出去以及上下游企业双重垄断加成。文章指出需要从结构和价格两个方面对我国天然气产业实施规制.近来出现了规制与反垄断相融合的趋势。规制与反垄断既有相同之处,也有不同之处。本文认为,应该赋予反垄断更加突出的地位,但还不足以得出反垄断应当取代规制这一结论。文章叙述了反垄断经济学的更近来的发展,并从经济学的角度分析了美国微软案。文章指出,我国反垄断政策的目标应当是维护竞争,提高经济效率。竞争不仅包括市场内的竞争,也包括市场经营权的竞争。
