华中科技大学博士学位论文 外力的冲击、清廷治蒙政策的改变,使得处于封闭状态的蒙古文化有机会再次与汉族 文化、西方文化发生接触。清末新政中创办的满蒙文高等学堂是西学东渐、汉学北移 的结果,是蒙古民族第一个具有现代高等教育性质的高等院校。民国时期,受中外多 种政治力量(苏俄、日本、国民党、共产党)的影响和民族文化自觉意识的增强,蒙 古民族出现了政治与文化分野。高等教育在这样的文化背景下出现了多元分化并步入 了“科学”阶段。漠北蒙古在苏联的支持下,建立了独立的国家,其高等教育在体制 和思想等方面深深印上了苏联高等教育的烙印:漠南内蒙古出现了三种办学主体不 同、培养目标各异的高等教育模式,即国统区的“
