华中科技大学博士学位论文需求侧管理活动中的激励政策。对在需求侧管理中实施的电价补贴与电力企业在该活动中的收入变化进行了研究。并指出了现行的补贴电价政策对需求管理缺乏激励、公正与效率。通过以上的研究,对我国需求侧管理的实施主体、融资政策提出了新的建议.灵活的动态电价体系,是为了对电力负荷曲线实施局部改善,分时电价是其中的内容重要。本文对分时电价所针对的电力负荷移峰填容的需求管理进行了研究,分析理活动的效果不理想。提出在移峰填谷的过程中,存在用户负荷搬迁成本。这对传统的以供应侧自标为基础的分时电价体系的设计思想提出了挑战。并由此提出了将可搬迁的电力负荷作为资源来拍买的新思路。
